Diante do cenário de Transformação Digital, se torna fundamental garantir que os membros da sociedade possam usufruir dos novos recursos tecnológicos, se integrando plenamente em suas comunidades. A Inclusão Digital, o Letramento Digital e a Qualificação Digital, são ações combinadas que garantem o Empoderamento Digital dos indivíduos, permitindo que tenham o acesso universal a informações, lhes conferindo a capacidade de selecioná-las e interpretá-las de forma crítica, gerando conhecimento em rede e criando novos espaços e mecanismos físicos e virtuais de participação social.
