Abstract

Digital transformation is profoundly reshaping economic, productive, political, and social structures around the world. Data, computing capacity, artificial intelligence systems, cloud infrastructure, semiconductors, digital platforms, and communication networks are no longer merely technological resources; they have become strategic assets. Control over these technologies now directly affects countries’ ability to generate wealth, produce knowledge, deliver public services, safeguard rights, and determine the course of their own development. It is in this context that the debate on digital sovereignty has become increasingly central.
