Abstract

Universal and meaningful Internet access is essential for digital citizenship and for social, economic, and scientific development. As society becomes increasingly dependent on digital services, connectivity must go beyond mere availability: it must be stable, secure, sustainable, and responsive to user needs. This article synthesizes the Brazilian Computing Grand Challenge entitled “Universal and Meaningful Internet Access through the Sustainable, Resilient, and Secure Development of Ubiquitous Communication Infrastructures” (hereafter referred to as the “Grand Challenge of Meaningful Internet Access”). It discusses its motivations, multidisciplinary nature, technological implications, and the opportunities that emerge in the coming decade. Relevant national and international initiatives are highlighted, and key metrics for monitoring progress toward meaningful connectivity are examined. The text provides foundations to support research, public policy, and institutional action toward a more inclusive, resilient, and sustainable Internet.
