Open Innovation and Technological Entrepreneurship: The Role of Incubators, R&D Projects and the Information Technology Law in Fostering Startups in the Digital Health Sector

This article analyzes how open innovation, combined with funding instruments such as the Brazilian Information Technology Law, enhances the development of startups in the digital health sector through the interaction between incubators, startups, Scientific, Technological and Innovation Institutions (STIs), and established companies. The research adopts as a case study the TELEPEN Phase 2 project, which developed a solution for remote monitoring of home oxygen therapy, integrating graphene-doped sensors and digital health management platforms. The project is the result of cooperation between the Federal Institute of Education, Science and Technology of Ceará (IFCE), the startup Salvus Tecnologia, Philips Medical Systems, and the IFCE Support Foundation (FAIFCE), funded by resources from the Information Technology Law. The methodology combines document analysis and semi-structured interviews, with a qualitative and descriptive approach. The results show that the joint action of these actors, supported by the accreditation of the IFCE incubator with the Information Technology Support Center (CATI/MCTI), is capable of aligning scientific timelines with market demands, overcoming typical barriers in the interaction between academia and the productive sector. It concludes that public policies such as the Information Technology Law, when associated with robust open innovation models, play a strategic role in the digital transformation of healthcare and in promoting Brazilian technological sovereignty.
