Innovation in Regional Ecosystems: The Participatory Foresight Model “Envisioning Cities”

Abstract

The complexity of contemporary urban and regional planning demands innovative approaches that integrate future-oriented vision and multisectoral collaboration. This article presents the Envisioning Cities model, a participatory methodology that combines strategic foresight, scenario building, and Quadruple Helix engagement to support strategic planning in regional innovation ecosystems. The model is described, and the results of its application in a workshop with six municipalities from AMFRI (SC) are discussed, focusing on the future of work and regional economic development for 2035. The model’s development methodology involved action research and the design of facilitation artifacts (a card deck and thematic canvases). Its application demonstrated the model’s effectiveness in engaging Quadruple Helix actors, facilitating uncertainty analysis, co-creating exploratory scenarios, and outlining a strategic plan. It is concluded that the Envisioning Cities model is a robust and replicable tool, with the potential to strengthen collaborative ecosystems and foster innovation in territorial planning.
