Technology Residency as a Strategy for Innovation Decentralization: A Replicable Model from the CEPEDI Experience

This article analyzes the experience of the Software Residency Program: Bahia + Technology + Entrepreneurship (RESTIC36), a technological training initiative coordinated by CEPEDI in partnership with MCTI and Softex, as a strategy for decentralizing innovation and fostering productive inclusion in Bahia, Brazil. Based on a qualitative case study, supported by documentary data, interviews, and operational indicators from 2024–2025, the study evaluates the program's methodological design and initial outcomes. RESTIC36 trained 1,000 residents across nine regional hubs, combining technical tracks, real-world challenges, and a collaborative governance model. The findings highlight the program's replicable potential in other territorial contexts due to its adaptability, regional outreach, and the integration of universities, industry, government, and civil society.
