Collaborative Ecosystems and the Role of Technology Parks Under Construction: A Case Study of UTFPR Cornélio Procópio

This article analyzes the emerging Innovation Ecosystem surrounding the Science and Technology Park of the Federal University of Technology of Paraná, Cornélio Procópio Campus (PCT-UTFPR-CP), which currently operates in a preliminary phase through its Innovation Incubator and its university laboratories as active centers. Using the Triple Helix model (Etzkowitz, 2008) and fourth-generation ecosystem concepts (IASP, 2022), we examine the developing structure and compare it with established international cases such as the PCUV in Spain and the UPTEC in Portugal. The methodology combined documentary analysis, comparative study, and application of a theoretical framework adapted to the case. The results highlighted: (1) the importance of the incubation phase as a foundation for parks under development; (2) identification of transitional governance strategies; and (3) recommended public policies for progressive consolidation. We concluded that ecosystems under construction require flexible evaluation models and blended financing.
