Restoring Continuity: Collaborative Governance Solutions for Managerial Transitions at ITECPB

This best practices report examines the challenges of high management turnover at the Pato Branco Technological Incubator (ITECPB), Paraná, and strategies to enhance collaborative governance and operational sustainability. Based on semi-structured interviews with 2025 managers and the 2024 former director, it identifies impacts such as process paralysis, partnership losses, and a reduction from 20 to 7 incubated companies between 2020 and 2024, worsened by municipal executive intervention in the autonomy of the Technological Park’s departments, prioritizing events like Inventum 2025, and the lack of appointments following the mayor’s electoral defeat in 2024. Solutions included reinstating monthly meetings, strengthening partnerships with Sebrae, UTFPR, Unidep, and Unimater, and implementing CERNE-certified processes. Results show increased engagement, reduced conflicts, and restored trust. It proposes managerial transitions via the Municipal Council to mitigate turnover, offering replicable lessons.
