Radar of Innovation: A Public Policy for Generating Startups and Strengthening the Innovation Ecosystem

The Radar of Innovation Program is a public policy launched in 2020 by Fundetec – Technological Park of Cascavel, designed to address the persistent challenge of prospecting new innovative ventures. Structured in three phases (ideation, development, and validation), the program provides training, mentoring, and a R$ 20,000 non-repayable grant to early-stage businesses. Based on the CERNE methodology, the model strengthens processes of attraction, selection, and qualification of entrepreneurs in a structured way. Over five editions, the program has led to the creation of 61 startups, training of over 130 entrepreneurs, and consolidation as a state-level reference. Radar contributes to the innovation ecosystem in western Paraná through a decentralized governance structure and alignment with Quadruple Helix principles. Its startup survival rate after five years (33%) demonstrates effectiveness in a national context where around 60% of companies close within the same period.
