True digital transformation requires people to understand what is communicated to them. Without clarity, there is no inclusion, no trust, and no active citizenship. Digital governance is not built solely on open infrastructure and data, but on accessible language, true transparency, and attentive listening to the needs of those on the front lines: the citizens. This requires a cultural transformation oriented towards citizenship. This article argues that Plain Language and active transparency are fundamental elements for making digital transformation effective and democratic. It is also claimed that informational sustainability can be the key vehicle for this, as it defends practices that place the citizen at the center of public communication.
