Sistemas de Informação Podem Ajudar no Combate à Corrupção Através de Recursos de Transparência? Mapeamento Sistemático da Literatura

Contexto: A corrupção é um problema que segue a evolução da humanidade, nascendo com a sociedade humana e causando sérios problemas globais em relação à desigualdade social, precariedade de serviços públicos e o desgaste da democracia. Neste cenário, a transparência é uma ação necessária contra a corrupção ao fornecer informações mais precisas para que a sociedade possa entender e supervisionar ações governamentais. O acesso público a essas informações coloca os Sistemas de Informação (SIs) como ferramentas capazes de contribuir com a transparência e que, consequentemente, pode auxiliar em ações contra a corrupção. Problema: Contudo, entender, projetar e desenvolver SIs com este propósito é um desafio, uma vez que novos requisitos devem ser satisfeitos. Solução: Portanto, neste artigo, são exploradas pesquisas que ajudem a compreender como os SIs podem ajudar a enfrentar a corrupção, considerando aspectos relacionados à transparência, bem como tecnologias, contextos de aplicação e crimes de corrupção. Metodologia: Para isso, nesta pesquisa foi descrito e usado um Mapeamento Sistemático da Literatura (MSL). Resultados: Na etapa de busca, foram encontrados 129 estudos primários. Após a aplicação dos critérios de inclusão foram selecionados 15 artigos. Os resultados apontam para tecnologias e características que possuem potenciais para compor estes SIs como, dados abertos e privacidade, rastreabilidade de informação, disponibilidade de dados, dados em tempo real e accountability. Contribuições para SI: Assim, este estudo apresenta contribuições para a área de SI ao identificar aspectos para projetar SIs focados no combate à corrupção, enfatizando o suporte à transparência da informação. Ademais, além da relevância social do tema, esta pesquisa está alinhada aos GranDSI-BR 2016-2026.
