Abstract

The present work aimed to investigate the exploitation of the technological capabilities of 04 (four) technological research organizations to achieve the strategic objectives of the organization and their alignment with the State Science Technology and Innovation Policy. The four units are located in different municipalities and are subordinated to a private technological research institute under a management contract signed with the State Secretariat of Science Technology and Innovation. The descriptive-exploratory research investigated the technological capabilities grouped into four categories of analysis (Products/Services; Physical and technical infrastructure; Management systems; and People), and, over a year, the strategic map (Balanced Scorecard) goals were monitored monthly.

Concomitantly, the actions and mechanisms used by managers to exploit the technological capabilities of the units were observed, as well as their contribution to the State Policy of Science, Technology and Innovation. Data were collected from documents and weekly field observations. Results show that one unit succeeded in exploiting its technological capabilities to meet strategic goals and contribute to policy implementation, while the others did not. The most successful unit demonstrated greater internalization of knowledge and managerial techniques. The main limitation was the need to train managers unfamiliar with technology and innovation management. The study highlights the importance of cooperation between research organizations, universities, and state agencies to generate solutions and improve the innovation system.
