Open Government Data in Latin America – A Multivocal Study and Comparative Analysis of Portals

Despite the potential for transparency and accountability, Open Government Data initiatives face technical and governance challenges. This paper presents a mixed-methods approach to investigate the Latin American landscape. Initially, a Multivocal Literature Review was conducted, identifying gaps in standardization and quality. Secondly, a comparative analysis of three representative portals (Argentina, Chile, and Curitiba-Brazil) using files from 2025. The results showed that, although national portals (Argentina) present higher maturity in GIS formats and metadata, local initiatives (Curitiba) can outperform standardized platforms such as CKAN.
