The implementation of the National Common Curricular Base (BNCC) for Computing imposes challenges that transcend the normative sphere, highlighting a significant gap between official guidelines and the operational reality of the classroom. This work presents the design and validation of OntoBNCC, a domain ontology developed to formalize BNCC competencies and skills, serving as a knowledge infrastructure for intelligent systems supporting pedagogical planning and assessment. The research adopted a bottom-up approach and followed the rigor of the seven stages of Methodology 101, integrating regulatory frameworks with established pedagogical theories, such as Bloom's Taxonomy, and affective learning dimensions. Development was supported by a case study consisting of five thematic workshops grounded in Maker Culture, covering electronics, robotics, 3D modeling, and virtual reality, involving 46 students and 11 teachers from Middle School. The systematic application of the SAM and SELFIE instruments allowed for the extraction of empirical requirements and the capture of student emotional states, converting the subjectivity of daily school life into logical axioms and SWRL rules. Technical validation, performed through Competency Questions and automated inferences with the Pellet reasoner, demonstrated the model's consistency and its ability to process real data, reducing ambiguities in the transposition of curricular documents into automated environments. Results suggest that OntoBNCC provides secure support for pedagogical decision-making, allowing for recommendations based on both curricular rigor and the history of real engagement observed in practical school contexts. As a contribution to open science, the OWL artifact and SPARQL query codes are available in a public repository for reuse and expansion by the community.
